Refugee Cash and Medical Assistance Now Extended to 12 Months

Published: October 2, 2026 | Source: Col Chris Wyatt (Breaking); Office of Refugee Resettlement (ORR) - Federal Register and Dear Colleague Letter 26-05

WASHINGTON, D.C. - Less than three months after extending refugee benefits from 4 to 8 months (see Article 1), the Office of Refugee Resettlement (ORR) has gone further. In a correction published in the Federal Register on October 1, 2026, ORR set the eligibility period for both Refugee Cash Assistance (RCA) and Refugee Medical Assistance (RMA) at 12 months [1].

The correction replaces every reference to "8 months" in the July 14, 2026 notice with "12 months" [1][3]. ORR explained the change the same day in a revised Dear Colleague Letter to all State refugee programs and Replacement Designees [2]. Colonel Chris Wyatt broke this story first, on his YouTube channel on September 10, 2026, three weeks before the official publication [4].

Video briefing by Colonel Chris Wyatt

Colonel Chris Wyatt broke this story first: he reported the extension to 12 months on September 10, 2026, three weeks before ORR published it in the Federal Register on October 1, 2026.

His video explains what a full year of cash and medical assistance means for South African arrivals, including how it bridges the time until you can apply for a Green Card. If you are planning your first months in the U.S., it is well worth watching.

What the Official Documents Say

The Federal Register correction "Period for Refugee Cash Assistance and Refugee Medical Assistance; Correction" (Federal Register Document 2026-20111, 91 FR 62534) and ORR's Dear Colleague Letter 26-05 set out the details [1][2]:

1. Up to 12 Months of Cash and Medical Assistance

Eligible individuals can now receive up to 12 months of RCA and RMA, up from the 8 months announced in July [1][2]. ORR's Director based the decision on available funding, lower-than-expected arrivals, and reduced access to other benefits, so that participants have enough time to access services and move toward economic self-sufficiency [2].

2. Who Qualifies

The 12-month period applies to people whose eligibility date for ORR benefits is on or after January 1, 2026, and who meet all the usual RCA and RMA requirements [2].

3. A 30-Day Deadline for States

States and Replacement Designees (the agencies that run refugee programs in some states) should start right away and have up to 30 days from publication to complete the necessary system and operational changes [1][2].

4. Already Enrolled, or Already Cut Off?

If you are already receiving RCA or RMA, your State or Replacement Designee must, within 30 days and as far as practicable, give you extra months up to the 12-month limit, as long as you remain eligible [2]:

The usual rules still apply: you must not be eligible for TANF or Medicaid, you must still meet the immigration status and income requirements, and for cash assistance you must stay registered with and take part in employment services [2].

Understanding the Impact on Saffer Refugees

For South African refugees and families, a full year of support makes a real difference:

What to do now: if your assistance has ended or is about to end, contact your resettlement agency or your state refugee program and ask about extra months, re-enrollment and retroactive payments under Dear Colleague Letter 26-05 [2].
